About SWROCU
SWROCU is a collaboration of police officers and staff from our five regional forces. We are here to help you tackle Serious and Organised Crime (SOC).
SWROCU has more than 20 capabilities offering specialist tactics and expertise to Pursue offenders, Protect and Prepare individuals and organisations, and Prevent people from engaging in SOC.
Our capabilities are here to advise, to assist, or to fully adopt investigations.
We are part of a nine-strong national network of ROCUs, many of which share core capabilities:

Head of SWROCU
Det Supt Kevin Till
Kev joined SWROCU in 2024, seconded from Devon and Cornwall Police.
His policing career over the past two decades has focused on roles in proactive policing, CID and Intelligence, as well as posts in PSD and Counter Corruption.
He also previously led the SWROCU’s south-based Operations Team.
A PIP4 accredited Strategic Investigator, Kev is also a Kidnap and Extortion SIO and regional chair of the Criminal Use of Firearms (CUF) group.
Kev is the national ROCU network’s strategic lead for the Modern Slavery, Human Trafficking and Organised Immigration Crime (OIC) portfolios and the regional chair of the OIC and Prisons Thematic Delivery Groups.

DCI Matthew Lloyd – Intelligence
Mat is seconded from Avon and Somerset Police.
He leads the Intelligence portfolio, which incudes:
- Sensitive Intelligence Unit
- Regional Intelligence Unit Threat Desks
- Gateway
- Regional Organised Crime Threat Assessment (ROCTA)
- Regional Prisons Intelligence Unit (RPIU) and Multi-Agency Response to Serious and Organised Crime (MARSOC)
- Assisting Offender (AO) Unit
- Tackling Organised Exploitation (TOEX
DCI Adam Smith – Operations & Covert portfolio
Adam is seconded from Avon and Somerset Police.
He leads the Operations and Covert portfolio, including:
- Operations Team
- Regional Undercover Unit
- Online Child Sexual Abuse and Exploitation (CSAE) Investigations Team
- Assisting Offender Unit
DCI Claire Nutland – Cyber, Economic and Coordinators
Claire is seconded from Gloucestershire Constabulary.
She leads the Cyber, Economic and Coordinator portfolio, which includes:
- Regional Cyber Crime Unit
- Dark Web Operations Team
- Regional Economic Crime Unit (RECU)
- Proactive Economic Crime Team (PECT)
- Regional Fraud Development Officer
- Vulnerabilities Coordinator
- County Lines Coordinator
- Serious and Organised Crime (SOC) Community Coordinators
DCI Lee Nattrass (starting September 2025) – Technical and Digital
Lee will be seconded from Devon and Cornwall Police.
He will lead the Technical and Digital portfolio, which includes:
- Digital Forensics
- Regional Technical Surveillance Unit (RTSU)
- Regional Technical Development Unit (RTDU)
- ROCU IT and Governance
Dan Coleman, Business Manager
Dan manages the Business Team, including:
- Finance
- Estates
- Fleet
- Recruitment
- Resourcing / establishment
- HR and Administration
- Health and Safety
- Projects
- Wellbeing
- Communications
- Performance reporting

South West Police Collaboration
SWROCU is part of the South West Police Collaboration, which includes Counter Terrorism Policing South West (CTPSW) and South West Forensics (SWF).
ACC Andy Hill leads the South West Police Collaboration.
Chief Constable Amanda Pearson, Dorset Police, is the regional lead for Serious and Organised Crime.
