TOEX (Tackling Organised Exploitation)
TOEX is a national capability embedded in ROCUs that provides intelligence and analytical resources to improve the response to the organised exploitation of vulnerable people.
The team is dedicated to tackling the criminal and safeguarding aspects of exploitation under the Pursue, Prevent, Protect and Prepare model by developing actionable intelligence packages.

TOEX is an intelligence support capability and doesn’t own risk. The team works according to the objectives of the SIO.
If you have any of the following, TOEX can potentially help you:
- an exploitation threat that you suspect is organised or wider than your force level
- no capacity for intelligence development or analysis within your force
- significant intelligence gaps
- lots of data to work through to understand the intelligence picture
- limited capability to uncover and explore the data that you have

Our services
The team offers intelligence development decided in conjunction with the SIO. These products could include:
- work to clear terms of reference
- provide standardised analytical packages and network charts that are MoRiLE assessed and SOC System Tasking aligned
- open source and internet intelligence
- communications data analysis
- international enquiries via Siena and Interpol
- financial intelligence
- access to tailored technical solutions
- GAIN referrals
- data washing against National Date Exploitation Capability (NDEC)
- partner agency liaison, e.g. HMRC, Immigration Enforcement, NCA
- CHIS taskings
Support for correct escalation of your threat:
- representation at regional and national tasking
- nationally coordinated meetings with all the right people
The following apps on the TOEX Capabilities Environment can aid investigations:
App Directory – the ‘front end’ of the environment that acts to provide links to each of the web applications
Translate – machine translation of text from over 130 languages to English (for example, phone downloads)
Transcribe – machine transcription of video or audio files from English speech to text (for example, interviews or voice notes)
Companies House Explorer – create fast network charts of the entities surrounding a business or person from Companies House
Wing-It flight tool – information about flights coming in and leaving all UK airports
Map Scraper – searches the map for a requested business type, such as nail bars, to bulk return matching businesses with their address, contact details, and website
DART (Data Analysis and Review Tool) – upload a phone download to extract key entities from chat content including keywords, location information, VRMs, and bank details
Client Eye – access to the search phone numbers across the Client Eye adult sex work database
