Regional Organised Crime Threat Assessment (ROCTA)
The Regional Organised Crime Threat Assessment (ROCTA) team assesses, manages and understands the threat and risk from Serious and Organised Crime (SOC) across the South West. The team includes SOC assessors, analysts and researchers.
Our services
The ROCTA team is responsible for:
- the assessment and mapping of all newly-identified:
-Organised Crime Groups (OCGs)
-Priority Individuals (PIs)
-Vulnerabilities
-Urban Street Gangs (USGs)
- archiving of OCGs, PIs, Vulnerabilities, or USGs that are no longer active in committing SOC
- re-activation of SOC threats that have been archived and are now active in committing criminality again
- the ongoing assessment and review of OCGs and SOC threats
- identifying threats by assessing and confirming the existence of SOC impacting in a force area
- assessing risks by using standard assessment criteria, such as Management of Risk in Law Enforcement (MoRiLE) and PND Organised Crime Group Mapping (OCGM), to assess the threat within each force area and comparatively across the region
- providing richer and consistent data to support National Intelligence Model (NIM) tasking processes at the local, regional and national level to inform and support resource allocation
- reviewing the effectiveness of our collective response to SOC and sharing best practice
- providing training and consultancy services on the assessment of threat, risk, and harm from OCGs and SOC
- management of APMIS administration, licencing and training
Submit information for mapping
When submitting requests for any of these forms, ensure there is a clear rationale, membership structure, and that requests are sent with six months’ worth of intelligence and incidents relating to each member to assist with assessment. Further supporting documentation is also encouraged, such as financial reports, network charts, subject profiles, and communications data. These all aid in allowing us to conduct a more thorough assessment to determine suitability for mapping a SOC threat.
Request for a group to be mapped
Submit a trigger form to ask us to assess whether an OCG, PI, USG or vulnerability should be mapped.
Archive a group
Complete an Archive Request form if any mapped groups are no longer believed to be active and should be archived.
Make changes to a mapped group
Request a review or reactivation of mapped groups.
Request the transfer of a group to another force area.
Reactivate a previously archived group
Request to reactive a previously archived group.
